I reset my level, now I don't have access to my admin heroes or the super saiyan god hero.

I made some changes to the level requirement on some heroes.

Cool it worked, but how do I unlock Super Saiyan Blue? Also since I'm admin am I able to give myself all my exp back?

That skill is not yet released. Super Saiyan Blue unlocks after resetting your level for the 3rd time (which is coming soon).

As for EXP, I believe admin can give themselves exp (I don't remember the command but you can try typing admin_addxp in console), however there is a limit if I'm correct .

The limit is if you're going to give someone who has more then 7m xp. Can give about 10k-50k-100k xp.

There is something called Super Admin (also known as founder status), it will cost a one time payment of $40.

It will give you access to:
amx_shsetlevel (set user level)
amx_shaddxp (add xp to player(s))
amx_givecredit (Give credit to user)
amx_createadmin (Add new admin/vip to database)
amx_expireadmin (remove admin/vip from database)
